        Yes of course, conjugation means attach two molecules together. Bioconjugation is when one of the molecules is a protein so you need to do the reaction in aqueous solution at control pH. But you don’t need necessary to attach on it a drug, it can be a dye if you want to fellow the protein in cells study for instance.
